Duties:

General Statement of Duties: Under direction and oversight of program Assistant Director, responsible for conducting inspections of facilities over which the MDPH has a statutory responsibility for inspecting and certifying for occupancy (according to the State Sanitary Code) or other health and environmentally related conditions. Provide consultation and training to other code enforcement agencies (e.g., local boards of health) and other interested parties. Monitor enforcement of State Sanitary Code by local officials.

*Position will be based in West Boylston


Detailed Statement of Duties and Responsibilities:

1. Receives and responds to complaints from and provides direct service to the general public, local health officials, and state agencies.
2. Conducts detailed inspections of residential dwelling units, farm labor camps, recreational camps for children, pools, correctional and lockup facilities, group residences, and others in order to determine compliance with applicable sanitation laws and regulations
3. Compiles reports of findings according to program protocol and maintains files.
4. Conducts and monitors re-inspection and follow-up surveys to verify correction of deficiencies and prepares follow-up reports.
5. Provides consultation, technical assistance and field training for local health agents and other interested parties.
6. Reviews and critiques inspection forms, reports and orders of local health authorities for completeness and compliance with application regulations.
7. Promotes effective cooperative relationships with local authorities throughout the Commonwealth.
8. Advises and directs residents to appropriate governmental or private agencies for assistance and information
9. Consults with Department’s Office of General Counsel for legal related matters
10.
Assists local health authorities and the general public in the interpretation and implementation of the laws and regulations.
11. Develop informational materials for use by local health officials in implementing procedures to meet requirements of laws and regulations enforced by the Community Sanitation Program.
12. Attend conferences, training sessions, and seminars to represent the Department related to job duties as outlined above.

Qualifications:

Minimum Entrance Requirements:

Applicants must have at least (A) two years of full-time, or equivalent part-time, professional or technical experience in the field of air pollution control, industrial hygiene, public health, chemical engineering, sanitary engineering, environmental engineering, public health engineering or environmental sanitation, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major in air quality, industrial hygiene, public health, sanitary engineering, chemical engineering, environmental engineering, public health engineering, chemistry, biology or environmental sanitation may be substituted for a maximum of one year of the required experience.*

II. A Bachelor's or higher degree with a major in air quality, industrial hygiene, public health, sanitary engineering, chemical engineering, environmental engineering public health engineering, chemistry biology or environmental sanitation may be substituted for the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Qualifications Required at Hire:

Ability to understand and apply the laws, rules, regulations, policies and procedures pertaining to community sanitation.
Ability to analyze environmental data, draw conclusions, make inferences and make appropriate recommendations regarding community sanitation issues and problems.
Ability to understand and carry out general and written instructions.
Ability to prepare clear, concise reports, memoranda, correspondence, presentations and other materials, and to communicate effectively in oral expression and writing.
Ability to maintain accurate records and files.
Ability to deal firmly and tactfully with local officials and the general public.
Ability to adapt to varying work situations and to maintain a calm manner in stressful/emergency situations.
Ability to exercise sound judgment.
Ability to establish and maintain effective and harmonious working relationships with associates, local officials, state agencies and others and to deal tactfully with local officials and the general public.
Ability to communicate clearly and firmly with complainants, the public, local officials and others.
Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates’ training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.
Manual dexterity.
Knowledge of the types and uses of equipment used for the measurement of pollutant levels of air, water, soil, etc.
Knowledge of the field techniques used in collecting samples of pollutants.
Knowledge of field techniques used in measuring pollutant levels.
Knowledge of the calibration and/or adjustment techniques as applied to pollution control equipment.
Knowledge of the inspection techniques as applied to pollution control.
Knowledge of the methods of general report writing.
Skill in operating the measuring and testing equipment used in environmental protection work.


Qualifications Desired at Hire:
1) Knowledge of the laws, rules, policies, procedures and guidelines governing the Division of Community Sanitation.
2) Knowledge of the types and availability of public or private organizations and sources for providing environmental protection services.
3) Knowledge of the types and uses of agency forms.
4) Knowledge of the principles, practices and techniques of supervision.
